If you want anyone to be able to submit articles it has to be via a web
interface. A public ftp setup would only really be good for those with
technical knowledge. 

Why does it need to have just one method for submission? Why can we not
provide all three methods and let people choose what's best for them? I
would think that all three are reasonably easy to set up.
