Some Googling indicated that this is a problem that may occur with certain versions of CGI.pm. Could you please use the command "perldoc perllocal" to find the version number of CGI.pm (this would be very useful if other people encounter the same problem), then upgrade to the latest CGI.pm version (2.98). Please let me know if upgrading solves the problem.
Also, I had a quick look at your GNATS installation, and I would recommend upgrading to the final version 4.0 of both GNATS and Gnatsweb. Unfortunately, there was a security breach at ftp.gnu.org some time ago, so these versions are offline right now, but as soon as they reappear, I recommend upgrading.
