Your settings appear to be correct. However, I do not quite understand why you would need to run the GNATS daemon with your own user ID? And why would what be necessary in order to make Gnatsweb work? gnatsd is supposed to be run by the user "gnats", and to be started by inetd, not directly on the command line.
As long as you are able to telnet into the server and perform basic operations there, everything should be ready to install Gnatsweb.
