OK. I tracked it down, I believe. If you check out the latest version from CVS and try that, attachment handling should work properly and PRs should get unlocked as expected.
The version in CVS now will become beta 4 and will be distributed with GNATS 4 beta 2 in a few days if nothing very serious crops up.
