I just started upgrading to gnats v4, and came across a couple of
wrinkles. It doesn't seem worth including a patch.
The version is actually 3.999.1
1/ The address bug-gnats@gnu.org appears only in NEWS.old
2/ If the man or man/man? directories don't exist, make install fails.
This can happen if you're installing somewhere unusual so as to check
out v4 before dumping v3.
3/ The make install target makes files that make failed to create (as
well as installing them). This means that you cannot run "make" as
the owner of the source, and then "make install" as the owner of the
distribution directories. Running "make -k install" as the source
owner, and then "make install" as the distribution owner provides
a workaround.
