Libiberty is a library shipped with GNATS, which provides some functions that are missing from the standard libraries of some OSes. Unfortunately, the version that comes with GNATS 3.113.1 is very old and won't build on Solaris 8. The problem has been reported before. I don't think anyone ever posted a solution, but you may want to have a look in the mailing list archives in order to make sure.
This is unlikely to be fixed, since this problem is not present in GNATS 4, which is getting close to release.
