Yes, "by default". But the old mail interface is still available as an
alternative in send-pr and therefore needs a per database mail aliases?
But I can see from the 4.0 manual and from send-pr itself that there is
some discrepancies to be resolved :-) By the way, section 3.5 should explain
that the role of the mail address has changed (or maybe some other section).
