It's a server specifically for servicing gnats requests.  Gnatsweb uses it 
for servicing requests.  This allows you to access the gnats database without 
having to install the gnats clients.

It's a great way for having gnats access, because then you can have the 
gnatsweb cgi scripts on your dmz web server, and have the actual gnats 
server/database behind your company firewall, safely isolated from the dmz.

But for those of you with limited resources, and that don't really care about 
security much, I guess this wouldn't make much sense. :)
