When I do the 'make test ...' I get the following:
tulum# make test USERNAME=gilmurra PASSWORD=..... DATABASE=gnats-db
perl test.pl
Content-type: text/html
<H1>Software error:</H1>
<CODE>Can't call method "header" on an undefined
value at gnatsweb.pl line 2200, <SOCK> chunk 1.
</CODE>
<P>
For help, please send mail to this site's webmaster, giving this
error message
and the time and date of the error.
[Mon Oct 1 16:54:37 2001] test.pl: Can't call method "header"
on an undefined value at gnatsweb.pl line 2200, <SOCK> chunk 1.

make: *** [test] Error 255
Line 2200 of gnatsweb.pl is the 'print $q->header(@_);' in the print_header function.
I had to build a CGI.pm version 2.56 and 'perl -V' reports:
