GNATS sends email to the responsible person as soon as the PR is processed
by the cron job. This response-time feature sends a one-time email if the
PR hasn't changed status within some period. I don't think this is what
you think it is. Also, I _think_ I have seen reports over the years that
it doesn't even work at all.
