Thank your for your report. However, this is not a bug. The presolver
is not sufficiently robust to handle your problem correctly, because it
is extremely badly scaled: largest constraint coefficient is about 1e+3
while smallest is about 1e-14 (in magnitude). Probably there should be
an option (in the presolver) to ignore tiny constraint coefficients.
