[Bug-glpk] (Not) installing headers in $(oldincludedir)

I don't think glpk should attempt to install headers in both
$(includedir) and $(oldincludedir).  However, if you'd rather keep
this feature, may I suggest this patch, so that it doesn't fail if
$(oldincludedir) isn't writable?
