Currently, opening multiple tag files with different mode at the same time
(e.g. opening GRTAGS with GTAGS_CREATE while GTAGS is opened with GTAGS_MODIFY)
is not allowed. 
If this restriction is removed, it becomes possible to make GRTAGS and GSYMS
in incremental updating, and this problem will be solved.
