Updating ChangeLog file

Hi, Iwamoto san.

Up to now, I had been updated ChangeLog at a time when the software
was released. However, it seems not to be a general way.
>From now on, I would like to update the file at the same time
as changing the source code.
Would you please update ChangeLog file when you change the source code
and it seems that some comments are necessary?

What do you think?
