[bug-gettext] What about boving cldr-plurals to the bin directory?

cldr-plurals is a great utility, and keeping it in the lib directory
somehow "hides" it.
Furthermore, when gettext-tools is compiled on Windows as shared (that
is, with DLLs), cldr-plurals.exe has a hard life when it tries to
locate the .dll files, which are located in the bin directory (so
users need to add the bin directory to the PATH environment variable).

So, what about moving it to the bin directory?
