[bug-gettext] [bug #56123] Allow disable build and test libgettextpo

Follow-up Comment #2, bug #56123 (project gettext):

Here is full list of tjose "several" in case of Fedora:

$ dnf repoquery -q --whatrequires 'libgettextpo.so.0()(64bit)'

If that list was longer it says that now libgettextpo is almost dead. Give
option to not build libgettextpo would be wise because even above programs
instead using libgettextpo can just do execve() to run exact gettext
commands.
