I think I've found a problem in "The GNU AWK User's Guide" Section 4.1
How Input Is Split into Records
$ echo | awk 'BEGIN { RS = "a" } ; { print NF }'
-| 1
But I tried all versions of awk I have, output is 0.
It's very possible that it's the very old version of gawk's behavior.
