Yes, it's all quite redundant currently.
IMO the docs should be consolidated like for other GNU projects, e.g.
I like the way coreutils presents the documentation:

- - generatig the man page from --help via help2man,

- - having a detailed documentation as texinfo manuals (from
  which nice HTML and/or PDF files to place on www.gnu.org

- - leaving terse usage() output for --help, pointing to the
  texinfo manual or the web page for more details, e.g.:

  $ df --help | tail -n3
  GNU coreutils online help: <http://www.gnu.org/software/coreutils/>
  Full documentation at: <http://www.gnu.org/software/coreutils/df>
  or available locally via: info '(coreutils) df invocation'
