If you take gnulib snapshots, you can diff the gnulib ChangeLog
entries. Admittedly there will be many entries for files you're not
using. Or you can keep track of when you snapshotted gnulib, and use
CVS to find out what changed, by telling CVS the dates.
I have ended up modifying findutils' import-gnulib.sh to read a
timestamp and a list of modules out of a configuration file. It then
checks out the indicated version of gnulib and uses the specified
modules. Findutils is now using a recent version of gnulib, anyway.
