It sounds as if we should spread the news to all package maintainers?
What's the recommendation?

. If you have zh_TW and zh_CN and both are newer than zh, just delete
  zh.

. When you have ((zh_TW or zh_CN) and zh) ask an expert.

. When you have zh copy it to zh_CN and zh_TW and be prepared to
  receive bug reports ;)
