Probelm with rm application

Hi,

I was trying to remove the Temp directory from c: but it says that 
permission denied.

P.S: The Temp directory contains C:\Temp\ie\Temporary Internet 
Files\Content.ie5.

If I copy this temp into another hard disk, it will remove it but it 
does not from C: 
Any idea Why?

the OS is WIN NT4. the Temp directory contain Internet Explorer
