Thanks for the report.
That was indeed a bug.
It's fixed in the latest test release.
Please don't use anything but the very latest:
ftp://alpha.gnu.org/gnu/fetish/fileutils-4.0.31.tar.gz
4.0.30 had a bug in mkdir.
