Hello Ferret maintainer,

We are planning to migrate all templated pages on gnu.org to HTML5 in
order to improve accessibility. But before doing this, deprecated tags
such as <tt>, <acronym> and <big> need to be removed.

Ferret's home page contains <tt>. I got rid of it and took this
opportunity to make other minor changes, as follows:

* Replace <tt> with quotes.
* http > https where possible.
* Remove "https://www.gnu.org"; from local URLs.
* Make the email address in the head note clickable.
* Rewrite the Download section to avoid using long URLs as link text.
* Make the Mailing lists section more concise.
* Update to the latest boilerplate and reduce line width.

A diff is attached. If you agree with the changes but don't have time
to commit them right now, I will gladly do it.
