This is not a ddrescue bug. It is an unfortunate backward incompatibility of new /bin/cygstdc++-6.dll 4.5.3-3 with some programs build with previous 4.3.4-4.
Possible workarounds:- use Cygwin setup.exe to downgrade package libstdc++6 to previous 4.3.4-4, or - put both ddrescue.exe and old cygstdc++-6.dll 4.3.4-4 to a separate directory (e.g. /usr/local/bin), or
- rebuild ddrescue from source, or- wait for next ddrescue package. I will upload it after 1.15 final is released.
