ddrescue v1.11 is the version available in Ubuntu 11.04... other distributions probably also lag a bit behind :)
At long last according to http://packages.ubuntu.com/oneiric/gddrescue the recently released Ubuntu 11.10 now contains ddrescue 1.14. Same for Debian wheezy (testing) and sid (unstable), see http://packages.debian.org/wheezy/gddrescue
