patch for rcslock script in CVS distribution

I didn't see any updates to this particular file in recent releases...
but we recently discovered one project in our department is using this
particular script in their CVS repository, and the latest release of 
this particular script, with perl taint mode enabled, does not run.

I have attached a patch that, I believe, fixes the taint mode violations
we experienced.  You may want to consider incorporating this fix, or a
similar fix, into the released distribution.
