windows xp cvswrappers bug

I have checked out the cvswrappers file and modified it to ignore some binary 
files. this is what i added to it:

*.gif -k 'b'
*.jar -k 'b'
*.jpg -k 'b'
*.bmp -k 'b'
*.png -k 'b'
*.doc -k 'b'
*.pdf -k 'b'
*.swf -k 'b'

I commit the file and release the module i created for this purpose. But it 
seems cvs is not using the cvswrapper file when i import a new project. All the 
images still display broken.  I checked the repository directly and the image 
files are corrupted.  Does using -W at the command line work? This is still a 
bug?
