Details:

In CVS modules that have "cvs watch on" set, files must be marked for
editing.  The editors are recorded in CVS/fileattr.  If a user has files
marked for editing and subsequently checks out the same module to a different
sandbox, that user's edit reservations in CVS/fileattr are erased.
