It would be better for you to provide a patch against the sccs2rcs.in file
in the top-of-tree as well as creating a ChangeLog entry for your patch.

I note for example that you are missing a '"' character on line 78.
which was fixed in version 1.4 of the script and since that time there
was a different patch for the Y2K bugfix suggested by SAKAI Hiroaki.
