What he means is that normally the vendor branch is magical: it
appears as the trunk as long as the trunk has not had its own changes.
In his case, the trunk has not had any changes either (the user has
done work on branches, but the trunk was untouched), but because
the file has a dead-trunk revision (as a side-effect of work done
on a branch, due to implementation details of CVS), the vendor
branch ends up not being magical.
Looking at it from an implementation perspective, you think
"well of course", but the behavior is really suboptimal (if not
incorrect) from a user perspective.
