cvs 1.11.2 behaviour

In cvs 1.11.2, it appears that if someone were to perform a cvs login
(to a pserver) and there isn't an existing .cvspass file in their home
directory, it results in an error message followed by an entry

/1 (null) <encrypted password>

From scanning src/login.c, password_entry_operation chooses to
completely bypass operations that sets up the cvsroot entry (and so on)
and then goes ahead and directly writes these entries into the newly
created .cvspass file.

To me, this looks like a bug, however, to be on the safe side, I'd like
to enquire as to whether or not this is an indeed a bug or if this
behaviour is desirable and if the later is the case, enquiring minds
would like to understand the motivation for this behaviour.
