cvs watch on does not work

cvs watch on does not work |

In cvs 1.11.2, the watch on command does not work anymore:
$ cvs watch on test
cvs [server aborted]: unknown command: watch_on
After the error message the client needs to be interrupted with a ctrl-C.
The server runs on an alpha machine (Unix Tru64).
Tested with 1.10 and 1.11.2 clients from Sun, Alpha and Windows machines.
