This bug has already been reported; CVS 1.11 ignores cvswrappers
in local mode under Windows 98 and NT4 (the Windows versions I
have tried). I have tried using only forward slashes in CVSROOT thus:
set CVSROOT=:local:c:/cvs
as suggested by a previous respondent, but to no avail. I can checkout,
edit and commit cvswrappers, but it does not report
"Rebuilding administrative file database".
As a workaround, manually overwriting $CVSROOT/cvsroot/cvswrappers
with the intended version seems to work.
As an experiment, I tried adding cvswrappers explicitly to
checkoutlist, and similarly overwrote $CVSROOT/cvsroot/checkoutlist
with that file after I had committed it. Subsequently modifying
cvswrappers still did not result in the admin rebuild, however.
