Yeah, actually, you've noticed a difference between the CVS 1.11.1+
CVSROOT specification (the online manual is for the most recent stable release
of CVS, 1.11.1p1) and the CVSROOT specification for all previous versions of
CVS, which didn't allow port numbers to be supplied and required the `:'.
It's possible that the manual deserves a note to this effect, as you are far
from the first person to register this complaint.
