patch to allow verifymsg to change the log message

Hey all.  Mark Baushke tidied up one of the FreeBSD CVS patches for
inclusion with the main distribution.  This particular change allows
verifymsg to change the log message - a handy feature when you want to
automatically create a Bugzilla issue, say, and tack the issue ID into
the log message before commit.  Or just to remove template entries that
the user didn't fill in.

I picked a few nits with regard to optimization and documentation, but
it mostly sounds good to me and after Mark repairs them I was planning
on committing the change.  Anyway, I wanted to poll for major
objections.
