Details:

The CSSC project home page claims that SCCS is a proprietary
tool.

this is not correct, SCCS is neither proprietary (using 
undocumented interfaces) not closed source. SCCS is rather
true OpenSource. see:

and

https://sourceforge.net/projects/sccs/

It would be nice if the information was fixed.
