[Bug-cssc] Make testsuite work when user has no supplementary groups

Hiya,

I've just built cssc-1.3.0, and the testsuite fails because I'm running
it as a stub build user who has no supplementary groups (so getgroups
returns 0). The attached patch should fix this. The comment at the top
notes a couple of other oddities about user.c that might be worth
checking at the same time.
