I don't observe either problem with coreutils8.24 built for Ubuntu 12.04
x86. For example:
$ src/seq -w 999999990 1000000000
0999999990
0999999991
0999999992
0999999993
0999999994
0999999995
0999999996
0999999997
0999999998
0999999999
1000000000
Perhaps you're using an older coreutils release? If so, you might try
upgrading.
