You didn't answer what version of rm, nor which platform provides it:
rm --version
then are you using cygwin, mingw, GnuWin32, or some other port?

So you are dealing with cmd.exe syntax for argument quoting rules. But
that still doesn't help us help you - without knowing which windows port
you are using, we don't know if it expects \ (as in mingw) or / (as in
cygwin) as the directory separator, once rm sees the arguments as
collected by the shell. You really are better off asking on the mailing
list of wherever you got your pre-compiled rm, rather than on this list.
