That's actually an issue with Debian, not coreutils.
Debian has had its own version of install-info; part of the dpkg
package. This Debian install-info had failed to track with newer changes
in GNU's install-info.
GNU coreutils updates "dir" in such a way as to allow "info cat" to take
you to the appropriate section in the coreutils info manual. It only
works with GNU install-info, though.
The last I heard, Debian was planning to migrate to using GNU's
install-info, and remove the one from dpkg:
