Thanks for the report. However, this is not a bug. There is no Feb 29
2006, so the date calculation settled on Mar 1 2006 instead. That's why
the documentation recommends performing month-based calculations centered
around the middle of a month (also around the middle of a day, to minimize
daylight savings issues, which have similar discontinuities).
