2.1.17 segfault near NothingLeftToDo

I spent the longest time figuring there was an issue with one of my rules,

but after putting 2.1.15 back in place, the error went away.  

Platform: sparc

cfengine version: 2.1.17

seg fault application/args: cfagent -v -q

no seg fault if I left the "-v" flag off.

Here are some snippets from a gdb run:

(gdb) file /usr/local/sbin/cfagent
