[PATCH] cfrun.hosts and cf.preconf from WORKDIR/inputs

The attached two patches make cfrun look for cfrun.hosts, and cfagent
look for cf.preconf, in WORKDIR/inputs.

On a similar subject, do we actually want to use the CFINPUTS
environment variable any more? For me, one of the key benefits of
moving to Cfengine 2 was that we didn't seem to need it any more.
