Yes - these seem to be hard-coded from some historical quirk. The point
is that if-elapsed shouldn't be zero, else someone could spam the
machine, in principle. That is no longer really important, since once
can base the right to connect to the server at all on secret key
possession... I shall reinstate the variables.
