Bug in item-file.c

Hello!

I finally got around to track down a bug that's been bothering me for
quite some time. This bug prevented cfengine from detecting that a file
thats beeing edited is unchanged in respect to the copy on disk. The
idea is not to save the file if this is the case. Included is a patch
that will restore that functionality.
