[Bug-cfengine] new feature "smart" shell command - patch attached

I mentioned the idea of labelling shellcommands as "smart" (maybe "cfaware"
would be a better label) so that they will be run even in --dry-run mode.
This allows me to really see what will be done by cfengine (as my scripts
will obey the new "opt_dry_run" class that I also add and just display
changes).
 
Attached is a patch for cfengine-1.6.0.a10 that implements this feature.
