Error UTF-8 strings

It seems that the writeout of error strings with UTF-8 have retrograded, 
because with Bison 3.6.3 I get:
  error: syntax error, unexpected "\302\260"

I wrote a workaround code for this, and removed it when the issue seemed fixed, 
but now perhaps it should be put back again.
