Hi,
The autoconf generated configure makes perl mandatory which should be optional.
Same for help2man, documentation building should be optional.
Tested on bison 3.0.3.
If autoconf does not require perl5 at build and installation time I can try to
make some patches to configure.ac (no perl on my systems), interested?
