I don't have a strong opinion about what's best, but I'd like
to stick to a single style: either never rely on quotearg to
get the quotes, or also rely on it.
Relying on quotearg does help to have nice quotes even in
non-localized system, say straight LC_ALL=C, as was emphasized
by Bruno. On the other hand, since apparently it cannot be
deactivated simply, and since I will not try to address such
variability on the test suite side, it seems to me that the
simplest path is to never rely on quotearg for the quotes.
Do you agree?
