Bison bootstrap (PO files)

Bison bootstrap currently gets the "current" .po files from
http://www.iro.umontreal.ca/translation/maint/bison{,-runtime}

However, a cursory inspection of those locations makes it clear
that they do not represent the current state of the translations
(the bison-runtime one is empty, the bison one hasn't seen changes
since June).  So either this is not the correct place to get them,
or something is wrong with the updating of these directories.

Perhaps the TP needs a new CGI script to return a list of available
PO files for a given release (or the latest one) of a given domain,
for the purpose of wgetting them like bison does?
